Topics for Discussion
1) Amended Terms of Reference a) the first round of amendments - prompted by BEI
The first round of amendments were prompted by the number of comments received from the public and government reviewers. These changes included:
- Clarification of sections quoted for the Environmental Protection Act page 2
- Adding the parameters proposed for continuous emission monitoring page 2
- Adding that test burn results and continuous emission monitoring test results will be presented in the EA page 3
- Adding the service area and that BEI will abide by all laws page 3
- Adding the mining lease reference for the proposed site page 3
- Adding that the descriptions of existing environment will be based on additional baseline monitoring page 4
- Adding survey seasons for Section 5.2.1.4 page 5
- Adding an ecosystem assessment of the confluence of the Blanche River and Murdock Creek to Section 5.2.1.4 page 6
- Adding under Section 5.3 that the potential effects will be considered by the same consultants that considered existing environmental effects page 9
- Adding an Ecological Risk Assessment to Section 5.3 page 9
- Modifying the date under Section 6.3 for Notification of ToR approval to take into account time for ToR amendments page 11
- Adding The Department of Fisheries and Oceans under Section 6.4.7 page 13
- Adding the Province of Quιbec under Section 6.4.7 page 14
- Adding MCTV (Timmins/North Bay) to the media outlets under Section 6.6.1 page 15
- Including reference to the Ecological Risk Assessment under Table 2 page 21
- Clarifying that the Mothers Milk scenario under Table 3 will include all exposure pathways page 22

2) Status of the Environmental Assessment process
The EA approval process is at the end of the Formal ToR approval stage. We are currently awaiting a decision from the Ministry of the Environment. The decision could be one of four:
- Approve
- Reject
- Approve with amendments
- Send outstanding issues in ToR to mediation
3) Status of Consultant Reports
The Traffic report is complete, the economic report is being finalized, the air dispersion and emission modelling report is being finalized.
Once the air report has been finalized, it will be immediately sent to the Agricultural, Social/Cultural, Biophysical and Ground/Surface water, HHRA consultants. They will use the data in their reports for potential effects. This will probably take up to a month to a month and a half.
