Once the contract was awarded to Bennett, the company developed a comprehensive plan to not only handle the soil on site, but also to ship it 800 kilometers south to Saint Ambroise, QC for treatment and disposal. The planning phase required a core team of about 30 engineers, scientists, geologists, hydrologists and other professionals and required nearly a year to address all the issues. Once completed, the plan had to be approved by DND as well as the Labrador Inuit Association (LIA) and other regulatory agencies and stakeholders.
